Oyo-Ita inaugurates civil service e-learning platform

Mrs Winifred Oyo-Ita, Head of the Civil Service of the Federation on Monday inaugurated the Public Service Learning Management System (PSLMS),  to re-position the Public Service for effective delivery.

The PSLMS, which is an e-platform for capacity building, examination, data management etc, is first of its kind in the history of the Nigeria public service.

Speaking at the launch at the Public Service Institute of Nigeria (PSIN), Abuja, Oyo-Ita, said that the innovation was in line with the 2017 to 2020 Economic Recovery and Growth Plan (ERGP) of the Federal Government.

She said it was also in line with 2017 to 2020 Federal Civil Service Strategy and Implementation Plan capacity building and personal development of public servants.

Oyo-Ita said that her office had outlined a set of objectives to transform the Civil Service over a three year period with four core areas.

She listed these to include; developing an efficient, productive, incorruptible and citizen cantered culture (EPIC), improving efficiency through  digital transformation.

Others are, transforming the civil service from being a cost center to revenue generator as well as improving the welfare of civil servants.

According to her, “these cannot be achieved without adequate capacity building of public servants. Therefore the development of the PSLMS by the PSIN is apt and timely.’’

She said the PSLMS also comes with numerous benefits which includes revenue generation to the federal government ,reduction in cost of training, wider reach of capacity building to public servants etc.

She noted that the PSIN has demonstrated that the dream of transforming the civil service from cost generation to revenue generation center is realisable through the innovation.

Dr Abdul-Ganiyu Obatoyinbo, Admimnistrator and CEO of PSIN said that e-learning is one of the most important and effective methods to bring capacity building to public servants at minimal cost.

He said the e-learning platform being launched was the innovation and legacy of the HOS, Mrs Oyo-Ita.

Obatoyinbo disclosed that the platform is populated with “over 1,000 courses and has capacity to take as many as required.’’

He also said it has the capacity of segmenting courses as may be required by the MDAs and state governments and also has capacity of having 10 million users at once.

He said the Institute has developed e-learning passport to record the courses completed by any officer.

“This will also help to monitor the capacity building sessions completed by each officer at a glance.
